Administrative Operations Division

The Administrative Operations Division consists of sworn and professional employees whose purpose is to provide internal support to the organization and more importantly external support to members of the community. Units within the division include Personnel and Training, Detention, Property and Evidence, Crime Lab, Records, Animal Services, Technology, Development, Peer Support, Honor Guard, and Emergency Operations. The Administrative Operations Division's fifty-five team members are led by two lieutenants, two professional managers, two sergeants, and eight professional supervisors. 

Administrative Division Commander Frederick H. Bobbitt, Jr. #02464

Captain Bobbitt joined the Fremont Police Department in 1985 as a police explorer while attending Mission San Jose High School. He became a Fremont reserve police officer in 1987 and a detention technician in Fremont's Detention Facility in 1990. He was promoted to police officer in 1997. As an officer, he served as a field training officer, EVOC instructor, bicycle officer, mentor, and peer support team member. In 2000, he was promoted to detective and spent eight years as a Robbery/Homicide detective. After being promoted to sergeant, he served as a patrol supervisor and detective sergeant. As a lieutenant, he was a Patrol Watch Commander, Volunteer "VIPS" team manager, and Detention Facility and Property and Evidence Unit manager.

Captain Bobbitt has a Bachelor of Science Degree in Criminal Justice Management from Union Institute and University and a Master of Arts Degree in Criminal Justice from American Military University. Captain Bobbitt is also a graduate of POST Command College, Class 59.  He enjoys spending time with his wife, children, and four grandchildren.
