Administrative Operations Division

The Administrative Operations Division consists of sworn and professional employees whose purpose is to provide internal support to the organization and more importantly external support to members of the community. Units within the division include Personnel and Training, Detention, Property and Evidence, Crime Lab, Records, Animal Services, including the Tri-City Animal Shelter, Technology, Development, Peer Support, Honor Guard, and Emergency Operations. The Administrative Operations Division's fifty-five team members are led by two lieutenants, two professional managers, two sergeants, and eight professional supervisors.

Kimberly Petersen

Captain Kimberly Petersen oversees the Administrative Operations Division.  In July of 2017, Captain Petersen transferred to the Administrative Operations Division after serving as the Department's Patrol Division Commander for five years.  Since being promoted to Captain in 2012,  Captain Petersen has had oversight of the day-to-day response to calls for service by uniformed police and community service officers, the Traffic Unit, K9 Unit and the Communications Unit.  One of Captain Petersen's last major accomplishments as the Patrol Division Commander was the implementation of the newly formed Mental Health Evaluation Team.  

Captain Petersen has worked for Fremont PD since 1996.  Her career includes experience in Patrol and Investigations.  As an officer, she served as a Field Training Officer, a Firearms and Rifle Instructor, an Arrest Control, Baton and Self-Defense Instructor, and as a Spanish translator.  She was a member of the SWAT team for 11 years, serving as an Operator, a Team Leader, and later as the Tactical Emergency Medical Support Team supervisor.  

Captain Petersen has a B.A. in Human Biology from Stanford University and an M.A. in Security Studies from the Naval Postgraduate School.  Prior to life in law enforcement, Captain Petersen played soccer for the Stanford Cardinal, and later in Japan's professional women's soccer league.
