Chief of Police 

The Office of the Chief of Police consists of both sworn and professional employees dedicated to primarily providing internal support services to the Organization.  Led by the Chief of Police, the Division has 28 full-time employees. 

The specific units that make up this division are:

Chief of Police Richard Lucero

Richard Lucero has been a police officer since 1987, serving his entire career with Fremont. His assignments have included working Patrol, S.W.A.T., Narcotics, Internal Affairs, Street Crimes, Special Operations Division Commander and most recently served as the Department's Patrol Division Commander.  Chief Lucero lives in Alameda County and he spends his free time with his family. 
He is a graduate of POST Command College, class 40, and a lifetime member of the California Narcotic Officers’ Association. He is also a graduate of San Jose State University and Santa Clara University School of Law. He received the CALI Excellence for the Future Award in the study of local government law and is a member of the California State Bar.

Community Service
Richard Lucero is a volunteer with Officers Give Hope, a law-enforcement oriented nonprofit dedicated to facilitating and encouraging peace officers to join the National Marrow Donor Registry. He is also the past president of the California Peace Officers’ Association.
