Special Operations Division
Special Operations Division

The Special Operations Division consists of sworn and professional staff, who provide investigative and operational support functions for the Fremont Police Department. The division is comprised of more than 100 full-time positions, but also includes several part-time employees and more than 100 volunteers. The units within the division are managed and supported by three lieutenants, five professional managers, and 11 sergeants and supervisors.

Special Operations Division Commander Clarise Lew

Assignments
Captain Lew started her law enforcement career in 1985 as a volunteer reserve police officer with the Davis Police Department.  She joined the Fremont Police Department in 1989.

Captain Lew has worked as a patrol officer, bicycle officer, and was the department’s first female firearms instructor. In 1995, she was promoted to police sergeant and worked in the Patrol Division and Personnel and Traffic units. As a sergeant in the Traffic Unit, she was the department’s first female motorcycle officer. In 2007, Captain Lew was promoted to police lieutenant and worked in the Patrol Division; managed the Court Liaison, Personnel, Training, and School Resource Officer units; and administered the Peer Support Team. In January 2012, she was promoted to the rank of captain and currently serves as commander of the Special Operations Division. 

Education
Captain Lew possesses a Bachelor’s Degree in Zoology and Psychology and a Master’s Degree in Administration from the University of California at Davis.  She is a graduate of Command College and the Sherman Block Supervisory Leadership Institute, both offered through the Commission on Peace Officer Standards and Training. She is also a graduate of the Fremont Chamber of Commerce Leadership Fremont program..

Community Service
Captain Lew is proud to be the department's coordinator for the Law Enforcement Torch Run fundraising campaign; since 2004, the department has raised over $100,000 for the Special Olympics.
