Administrative Operations Division

The Administrative Operations Division consists of sworn and professional employees whose purpose is to provide internal support to the organization and more importantly external support to members of the community. Units within the division include Personnel and Training, Detention, Property and Evidence, Crime Lab, Records, Animal Services, including the Tri-City Animal Shelter, Technology, Development, Peer Support, Honor Guard, and Emergency Operations. The Administrative Operations Division's fifty-five team members are led by two lieutenants, two professional managers, two sergeants, and eight professional supervisors. 

Administrative Division Commander

Captain John Harnett was appointed as the Administrative Division Commander on August 19, 2018. 

Captain John Harnett joined the Fremont Police Department in 1999 and had the opportunity to work a variety of assignments throughout the organization.  These assignments have included being a Field Training Officer, SWAT team member and team leader, Arrest Control Instructor, Driving Instructor, Property Crimes Detective and Robbery/Homicide Detective.  Captain Harnett was promoted to the rank of Sergeant in 2010, Lieutenant in 2014, and Captain in 2018.

Captain Harnett earned a Bachelor’s Degree in Public Administration from California State University, Chico and is currently working towards his Master’s Degree in Leadership Studies from Saint Mary’s College of California.

Captain Harnett enjoys spending time with his friends and family, and being physically active with running, mountain biking, and Crossfit.
