Chief of Police 

The Office of the Chief of Police consists of both sworn and professional employees dedicated to primarily providing internal support services to the Organization.  Led by the Chief of Police, the Division has 28 full-time employees.

Chief of Police Kimberly Petersen

Chief Kimberly Petersen began her career with the Fremont Police Department in 1996 and was promoted to Chief of Police on July 31, 2018. 

With more than 20 years of experience, Chief Petersen’s career includes assignments in Patrol and Investigations.  As an officer, she served as a Spanish translator, a Field Training Officer and was a member of the Bicycle Team.  During her time in Investigations she worked as a Burglary Detective and later, as a Sexual Assault Detective.  At the rank of officer she held several instructor assignments including Firearms Instructor, Rifle Instructor, Arrest Control Instructor, Self-Defense Instructor and First Aid/CPR Instructor.  She was the first female member of Fremont’s SWAT team where she was an operator for more than four years followed by three years as a team leader.  She subsequently developed Fremont PD’s Tactical Emergency Medical Support team and served as the team leader for three more years.  She is recognized as an expert in Tactical Medicine and has served on several committees for POST and EMSA to help develop State guidelines and training standards.

In 2012, Chief Petersen was promoted to Police Captain.  For five years she served as the Patrol Division Commander. As the Patrol Division Commander, she had oversight of the day-to-day response to calls for service by uniformed police and community service officers, the Traffic Unit, K9 Unit and the Communications Unit.  One of Captain Petersen's last major accomplishments as the Patrol Division Commander was the implementation of the newly formed Mental Health Evaluation Team. In 2017, Chief Petersen rotated to the Administrative Operations Division.  In this role, she had oversight of Animal Services and the Tri-City Animal Shelter, the Detention Facility, CSI Program, Records, Property and Evidence, Training and the Department's Personnel Unit.  She also served as a member of the City of Fremont's Smart Cities Committee.

Prior to her life in law enforcement, Chief Petersen was an avid soccer player.  She participated in the Olympic Development Program at the State and Regional levels.  She played collegiately at Division I Stanford University, followed by two years of professional soccer in Japan’s J-League. 

She spends her personal time coaching soccer and cheering on her three kids who play lacrosse, baseball, basketball and soccer.

Education

Chief Petersen has a B.A. in Human Biology from Stanford University and an M.A. in Security Studies from the Naval Postgraduate School.
